What works and what doesn’t? Impact evaluation is most useful when it delivers actionable insights into improving program outcomes. At West Hill Energy, we apply our 30+ years of experience to conduct a deep dive into program accomplishments and assess how changes can be made to improve implementation and increase effectiveness.

Our first objective is to develop accurate estimates of savings and assess program outcomes in comparison to goals. These findings lead us to further investigate the reasons for discrepancies and how the program can overcome obstacles to achieving more comprehensive energy efficiency. Our extensive toolbox includes direct measurement, consumption analysis, assessment of trend data from building measurement systems and in depth interviews and/or surveys.
