Double ratio estimation is sometimes used as a method to lower impact evaluation costs by conducting inexpensive desk reviews on a larger sample and expensive on site measurements on a smaller sample.  However, West Hill Energy demonstrated that this application of the double ratio approach may introduce bias and result in a loss of precision.
